An update on EUDR requirements for the industry

There is no denying that there are more questions than answers arising from the regulations, with implementation less than 6 months away. The BPIF is pushing hard for further clarification, particularly with regard to the transition period (goods harvested before the application date) and how NON-EU sourced paper will be treated. Although the commission has introduced a Conventional DDS reference number for EU sourced paper, there is a danger that NON-EU sourced paper currently in stock will not be able to be sold into Europe. The BPIF is also calling for the UK Government to decide whether EUDR will be incorporated into the Windsor Agreement and if so, to nominate a Competent Authority within Northern Ireland and provide its printers with detailed guidance on how to comply, given the pressing timeline.

The BPIF are providing the industry with EUDR support on how the regulation will affect NON-EU organisations. The EU insight is supported by Intergraf who represents employers in the graphic sector across Europe. 

The EU Commission has stated it will confirm its response to its consultation on the EUDR Amended Delegated Regulations mid-August. These regulations confirm, among other things, that advertising material accompanying goods should be exempt from the regulations, as well as packaging around other goods and letters and correspondence. It's hoped that Intergraf's submission to exempt other sorts of advertising will also be accepted in the response.

The EU Commission has introduced a series of TARIC codes for use when exporting EUDR obligated goods into the EU. These are to be used on Customs Declaration Forms when goods need to be excluded e.g. Y133 for recycled goods.

The BPIF has produced a Guide to EUDR in conjunction with Intergraf and has run numerous webinars on the subject to keep members informed regarding the forthcoming requirements.
