PLASTIC PACKAGING TAX (PPT) UPDATE |
The PPT will start on the 1st April 2022 (yes, it is less than two months away). It will apply to Plastic Packaging Components that do not contain a minimum of 30% recycled content and will be payable at the rate of £200 per tonne. There is a de-minimis of 10 tonnes being handled in a 12 month period. |

As far as the Carton sector is concerned, HMRC have already confirmed that: - Laminated cartonboard will not be subject to the PPT as the plastic is not the predominant material
- PPT will apply to the plastic windows in a windowed carton (assuming that they do not contain 30% recycled content)
- PLA is regarded as being a plastic as far as HMRC are concerned
- If you print on plastic then the printer will be liable for PPT as printing is regarded as being a “substantial modification”
- In other instances it is the importer or the manufacturer of the plastic packaging component that is liable to pay the PPT but fully expect that suppliers will try to pass on the cost of the PPT to their customers
The secondary legislation that enacts the PPT is yet to pass through Parliament so there may be changes even at this late stage. BPIF Cartons, BPIF Labels and the BPIF are all continuing to lobby on behalf of our industry and we have set up a hub for any queries that you may have. You can access this here. I would however strongly suggest that you make yourself aware of the latest documentation from HMRC. We will continue to update you with regards to the requirements of the PPT as we approach the implementation date. If you have any specific questions relating to PPT then please let me know and we will do our best to answer your query. We may have to ask HMRC for clarification is some instances which may take some time. |
